What it means: everyone arriving at or leaving a UK airport, so a return trip counts twice and passengers changing planes are counted at each airport. Flying collapsed during Covid and has now recovered to around its 2019 level. More flying supports jobs and trade but adds to emissions; aviation is one of the hardest sectors to cut.
